JOB SUMMARY

The Manager Outpatient Rehabilitation will report to the Director of Therapy Operations. Facility Managers are responsible for the total operations of their assigned facility and all staff assigned there. They coordinate, plan, and assure that all company metrics and goals are met. They are responsible for providing a full range of therapy services up to 40% of the time. Must meet all discipline specific competencies. Must work toward developing and designing patient focus care programs that are within the departmental strategic plan. Must be prepared to assist in forecasting for future budget. Must be responsible for assuring regulatory compliance, accreditation process, team responsibilities, statistical monitoring, and performance improvement within their location. The Facility Managers will work together to develop and maintain consistent policies and procedures, competencies and standards across all OP rehabilitation programs in the NCH Healthcare System.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Other duties may be assigned.

· Responsible for the overall direction, coordination, and evaluation within areas as assigned.

Quality Management and Performance Improvement

· Understands the principles and concepts of Performance Improvement and consistently looks for opportunities and solutions for process improvements.

· Ensures that staff’s delivery of patient care is of highest quality care per standard.

· Prepare PI reports and projects for documentation and teaching purposes.

· Organizes, leads, and follows up with individual and group Case Record Reviews and chart reviews as appropriate/requested. Achieve goal set for all chart reviews.

· Adheres to all discipline specific time management/delegation/productivity, quality improvement and teamwork standards. Participates in Quality Improvement activities between facility and hospital.

Operational Management

· Ensures that staff have completed training and use all technology appropriately. Encourages staff training throughout the system, ensuring good coverage availability for all areas.

· Role model time management skills.

· Delegates assignments appropriately and fairly. Coordinates coverage with all other facilities and with inpatient service lines.

· Displays working knowledge and understanding of policies and procedures related to program, Rehabilitation Services and NCH HealthCare System, and consistently adheres to these policies.

· Referral, admission, and discharge data is logged according to policy and procedure.

· Adjusts personal schedule to meet needs of department.

· Ensures new patient referrals are scheduled in the most efficient and timely manner according to policy and procedure and to best meet all standards. Works closely with customer service representatives to ensure that business volumes are being managed closely for best outcome.

· Ensures accommodation of walk-in outpatient referrals.

· Ensures payment authorization policies and procedures are met. Coordinates with business office for insurance verification and charges occur on timely basis.

· Meets or exceeds metrics for cancellations and no shows.

· Works closely with the marketing liaison to develop a marketing plan for their facility, coordinating with peers to achieve most efficient use of staff. Tracks plan and reevaluates success of plan, modifying for achievement of volume goals on a quarterly basis.

Fiscal Management

· Actively assists and supports departmental activities to ensure that operational and salary expenses are equal to or less than approved budget.

· Gathers data for future planning needs for capital/minor equipment. Makes informed recommendations for equipment and facility additions or modifications.

· Actively involved in projecting FTE changes/needs in keeping with standards for metrics and budget.

· Looks for way to decrease costs to system and meet volume goals through participation in marketing and growth development activities.

· Meets all goals for annual core competencies for fiscal management for facility.

Accreditation and Regulatory Compliance

· Actively participates in all planning for and implementation of accreditation process.

· Achieves passing of accrediting and licensing agencies in facility.

· Assist in ensuring staff knowledge and awareness of accreditation and regulatory standards/process. Ensures that staff consistently attend activities, education as appropriate.

· Ensures staff is operating at appropriate level based on licensure.

· Works with director to ensure staff compliance with licensure.

Human Resources Management

· Ensures staff completes all basic annual competencies timely.

· Completes all staffs’ annual and probationary evaluations timely and appropriately.

· Takes active role in the interviewing process of applicants with staff, meeting this process for staff. Keeping all documentation for interviews.

· Completes orientation process for all new employees including assuring completion of all documentation.

· Mentor, teach, coach and follow through with staff on customer services/teamwork, clinical and documentation issues.

· Ensures that all core competency metrics are met under human resource standards, including achieving goals for employee satisfaction.

· Identify document and orient staff to operational and office processes for staff understanding and compliance

· Holds planned meetings regularly.

· Plans/coordinates staff PTO/comp. with peers, Clinical Coordinator and Director to ensure both proper skills mix and coverage.

· Anticipates and problem solves through staff concerns before problems arise. Conflicts are constructively prevented and/or resolved.

· Understands and implements measures planned to meet employee satisfaction scores per metric.

Environmental Management

· Ensures staff signs off on all manuals.

· Ensure a safe, clean and neat environment for patients and staff. Completes environmental rounds per policy and procedures for program/facility.

· Ensures all equipment, in-services and operational manuals are in equipment notebook and that staff has completed.

· Ensures all staff follows safety and lock-up procedures.

· Ensures compliance with all Safety and Disaster, Hazardous Waste and Infection Control guidelines including inspections. Ensures Fire Drill procedures are completed and recorded annually.

· Ensures equipment is inspected and maintained according to procedure.

· Regularly documents this compliance.

Discipline Specific Process and Professional area

· Meets all discipline specific job description basis competencies/processes, procedures, and equipment standards.

· Attends external professional growth activities as scheduled and communicates information to the team.

· Attends/presents at program training and in-service sessions.

Leadership

· Informs and leads staff through change processes in a positive manner.

· Ensures accuracy of information prior to sharing with staff.

· Ensures all patients are scheduled and the caseload is appropriately and equitably distributed among staff, according to policies.

· Carries out and follows up on Rehabilitation Services Leadership Team initiatives, in a timely manner.

· Communicates all information clearly and in a positive manner to staff.

· Demonstrates support of leadership when communicating information.

· Is a role model for all customer service and teamwork standards with staff. Works to resolve all patient/customer concerns using the appropriate standards of behavior. 

    EDUCATION, EXPERIENCE AND QUALIFICATIONS

    · Minimum of Bachelor’s Degree required; Preferably in a rehab field (PT/OT/ST/PTA).

    · Minimum of 3 years of experience required in rehab services.

    · Licensed as a Physical Therapist, Occupation Therapist, Speech Therapist, or Physical Therapy Assistant in the State of Florida.

    · Basic Life Support (BLS) certification required from the American Red Cross or American Heart Association.

    · Must be able to provide therapy services in a broad clinical area and be able to float and cover for multiple programs and areas.

    · Intermediate computer knowledge: Uses Microsoft Word, Excel, Outlook, and Windows.
